Standard Operating Procedures for Parliamentary Functions

Parliamentary work is governed by a complex mix of written rules, established traditions, and unwritten practices. This creates a real challenge: new officers have no single reference point, procedures are inconsistently applied, and institutional knowledge walks out the door when experienced staff leave. The Office of the Leader of the Opposition has addressed this by developing a comprehensive set of Standard Operating Procedures covering parliamentary support activities and administrative functions — areas not fully captured by formal Standing Orders. These SOPs have been identified, documented, agreed upon, and are now being implemented. Staff have been trained. A six-month review is scheduled for mid-2026 to assess effectiveness and make improvements. A well-governed opposition office is a more effective one. When internal processes are clear and consistent, the office can focus its energy where it matters most — on holding the government to account.
